How to improve a picture taken from a webcam on Photoshop CS2?

And how to make it in 50×50 available for avatars?

webcam pics are always blurry and grainy with crappy color.
1. take a picture with the highest resolution and save it.
2. and then shrink the picture down to 50 pixels by clicking: image > image size. Also lower resolution to 72. Save it as jpeg

if you don’t like the color, adjust it prior to shrinking it
