How do you use a picture for your profile rather than the animated avatar?

Im trying to use just a regular picture but I noticed that when you go to edit your profile and upload a picture it says that "yahoo pictures has closed".

Some people on here have a picture, though. Dunno if that’s from before the closing or if it can still be accomplished.
