I would like to learn how to make them like this:http://media.photobucket.com/image/aerith%20icons/FoxFire87/Anime%20Icons/aerithprayers.png?o=6

Ok, well firstly you need to be proficient with the tools in The GIMP. The way they have done this, is they have layered a gradient, stars, a figure, light effects, and a strip of text, altered the colours and stuff–and this has all been done probably at a resolution of 500×500 or even bigger perhaps, then resized down to 100×100 (because you easy to get more quality in in 500×500 and resizing down than from just working in 100×100) and done a two-pixel border around the square fo the final touch: the inner pixel being white, and the outer being a desaturated pink.

A lot of times people will just browse the web until they see a picture that they want. Then they will either resize the picture, or just copy and paste a chunk out of it.

Make sure the image size for your new image is within the boundaries allowed by the website. Add borders or whatever special effects you want to add.

As long as you know how to use your image editing software, any of them are capable of doing the job. :) The hard part might be getting the text you want.
