how do u make avatars/icons???????

how do u make avatars/icons where like they hav writing on a picture and change colour
this is what i mean (i promise u this link has NO virus or anything)

first the site has to allow it … but what ur looking for is a gif animator … and u make the frames wit whatever … extract from a movieclip or fashion them in photoshop or some other editor ..
