What is the best free graphics software for creating msn icons/avatars?

I am making avatars for coolbuddy.com and need a free graphics software.Any ideas?

Well you gan get flash to create animated avatars and emoticons but it is an expensive program. Use the 30 day trial on that and the use The Gimp to make them after that!
